Anti-SIR protest highlights: AISA's Neha Bora on Saturday said they would not sign a peace bond, while terming the evidence against them as “factually incorrect.” This came a day after Delhi High Court dismissed their plea challenging a police notice which directed them to execute e a ₹10,000 personal bond with the surety to maintain peace....
Bora disputed the evidence presented by the cops, while claiming that the Central Park protest, which was cited in the police notice as evidence, was not called by AISA.
“One of the grounds for making us sign a peace bond – in the notice it is written that we went to CP and protested which breaches peace. The clarification is that Central Park call was not given by us. So the evidence is factually incorrect,” Bora told reporters on Saturday.
Bora further questioned what constituted as “breach of peace”, while citing alleged voter deletions through the special intensive revision exercise. “Next question is - when you talk about peace, who are you asking peace for? In the country, 13 crore voters have been removed from the voters list. When in the system, common people are being disenfranchised, peaceful protest is the way through which they can question the government. Is raising this question breach of peace? Not questioning the government is peace?” Bora asked.
CJP launches criticism against CEC
CJP spokesperson Ashutosh Ranka on Saturday said no bond could stop people from protesting. “No bond bars our constitutional right to protest, unless of course Paw-Paw is planning to change the Constitution,” Ranka said in a post on X.
This came even as CJP co-convener Saurav Das launched a fresh attack on Chief Election Commissioner Gyanesh Kumar, claiming his “days are numbered.” “Unfortunately, the most dishonourable men are in positions of power in our country today. But. Their time is up,” Das said in a post on X, even as CJP leaders vowed to continue their movement against the special intensive revision (SIR) of electoral rolls.
Das and Ranka were detained following an incident on October 12, when they scaled a gate and entered Jantar Mantar, a day after it was de-notified as a protest site. After spending a week in judicial custody, the two leaders were granted relief on October 21 after furnishing personal and surety bonds of ₹50,000 each. They submitted written undertakings committing to maintain peace and public tranquility and not to call for protests at Jantar Mantar until the area is officially re-notified as a designated protest site.
Das and Ranka appeared at the Special Executive Magistrate (SEM) court at Delhi's Mandir Marg Police Station on Friday afternoon after being asked by the court to appear in person with their sureties while being released in the earlier hearing.
Yogendra Yadav's ‘human chain’ call
Activist Yogendra Yadav has called for a “human chain” in Hyderabad's Tank Bund on Saturday.
“Hyderabad, join the human chain at Tank Bund this Saturday, 4 PM, with the national flag to stand against vote chori and defend electoral democracy,” Yadav said in a post on X.
He added, “Let’s raise our voices for free and fair elections!”
Why is CEC Gyanesh Kumar under fire?
The demonstrations against CEC Gyanesh Kumar flared after an investigative report by The Indian Express that claimed Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi had raised objections at least 14 times over 10 months regarding decisions taken by the poll body. These included those linked to the SIR.
The Election Commission has rejected these allegations, saying that major decisions, including the SIR of electoral rolls, had been taken unanimously by the full commission.
Delhi HC rejects Neha Bora's plea against signing peace bond
Meanwhile, the Delhi High Court rejected a plea by All India Students' Association president Neha Bora, challenging a police notice asking them to execute a peace bond.
The HC held that there was sufficient material before the Special Executive Magistrate (SEM) to take such action against them. Justice Subramonium Prasad said the notice met the requirement of law and was “not based merely on hearsay material.”

Anti-SIR protest LIVE: All India Students' Association (AISA) National President Neha Bora on Saturday appeared before the SEM Court at Mandir Marg Police Station after the Delhi High Court dismissed Bora’s plea yesterday, challenging the court notice asking them to execute a ₹10,000 bond with a surety to maintain peace during the inquiry.
During the court proceedings, the SEM Court asked the police to give the documents to Neha Bora's counsel. The Special Executive Magistrate granted time to the counsel to file a reply. The matter has been scheduled for further hearing on October 29.
Advocate Abhik Chimni, representing Neha Bora, said that the legal team will analyse all the documents received today and will proceed accordingly. He underlined that anyone who is detained has a right to know what is held against them. They must also have a reasonable opportunity to respond.
"We approached the High Court challenging the show cause notice Neha Bora received. The High Court has dismissed the challenge to the show cause notice. The High Court has laid down certain parameters and tests. One of them was that, in paragraph 38 of the judgment, the High Court has stated that all the material that was relied upon to state that there may be a breach of peace, and all the underlying material relied upon by the SEM, may be provided to us. Today we showed the SEM the judgment, and he has been kind enough to give us all the documents. We will now proceed and see those documents. The next date is on the 29th. The findings in paras 38 and 50, etc., have helped develop the criminal code to ensure that when anybody is detained, they have a right to know what is held against them and they have a reasoned opportunity to reply," she said.

Anti-SIR protest LIVE: Neha Bora refuses to sign peace bond, questions curbs on dissent
Anti-SIR protest LIVE: All India Students' Association president Neha Bora on Saturday said she will not sign a peace bond before a special executive magistrate, a day after the Delhi High Court dismissed her plea challenging a police notice directing her to provide a personal bond of ₹10,000 with one surety.
Questioning the rationale behind the notice, Bora asked, "Whose peace am I being asked to keep?"
The police notice, issued on October 17 under Section 126 of the BNSS, asked the student leader to appear before a special executive magistrate (SEM) on October 19 and show cause as to why she should not execute a personal bond of ₹10,000 with one surety "for keeping peace for a period of inquiry".

Anti-SIR protest LIVE: ‘Peace bonds are being weaponised to curb democratic protest,’ claims Neha Bora
Anti-SIR protest LIVE: AISA president Neha Bora on Saturday claimed peace bonds were being “weaponised to curb democratic protests.”
“On one side, the constitution gives us the right to dissent. On the other hand, such peace bonds are invoked only to detain people in the name of breach of peace. We were detained within 10 minutes of protesting at Mandi House on October 16 and told that we are in breach of peace,” Bora told reporters on Saturday.
They said that signing such peace bonds would be a “principally wrong decision” for AISA, claiming it was akin to “signing away our democratic right to dissent.”

“One of the grounds for making us sign a peace bond – in the notice it is written that you we went to CP and protested which breaches peace. The clarification is that Central Park call was not given by us. So the evidence is factually incorrect,” Bora told reporters on Saturday.
“They are alleging suspicion of peace breach – what is the basis? What proof do you have that the October 16 protest saw breach of peace? We do not even have a copy of the FIR or complaint. We are simply being told to execute a bond,” Bora claimed.

Several discrepancies surfaced in the electoral rolls for the UP Legislative Council elections, with unusual entries found in voters’ names and their fathers’ details, PTI reported on Friday.
Uttar Pradesh chief electoral officer Navdeep Rinwa acknowledged the discrepancies on Thursday. According to Rinwa, the errors represented a very small fraction of the total electorate and were largely linked to a software tool introduced for the online preparation of electoral rolls. He clarified that the system translated names instead of transliterating them from English into Hindi.

Anti-SIR protest LIVE: ‘November 1 protest rally not associated with anything in the past,’ says Congress MP
Anti-SIR protest LIVE: Congress MP Jebi Mather responded to BJP leader Sudhanshu Trivedi's remarks on INDIA bloc choosing November 1 as the date for its protest rally against CEC Gyanesh Kumar and SIR.
“Many things would have happened on November 1st, and coming from Kerala, November 1st is Kerala Day as well. So it is not the case that any protest rally we are doing is associated with anything that has happened in the past. We are living in the present, where the issue, the demand, continues to be that Gyanesh Kumar must resign,” Mather told PTI news agency.
“So whether it is BJP leaders, whether it is Sudhanshu Trivedi ji, they want to bring in a narrative and deviate from the original, and they continue to do that script writing. But here we are very clear that we stand with the people, and we stand to protect democracy,” Mather added.

In a letter to Gandhi, CTI chairman Brijesh Goyal said the rally could affect wholesale and retail markets around Ramlila Maidan at a time when traders expect heavy customer footfall, PTI news agency reported. Goyal said Delhi records business worth around ₹25,000 crore across sectors during this time.
